Application not starting due to hard reference to SAPPORTAL/prt.config

Unable to start a custom application due to this error:

sap.engine.services.deploy.exceptions.ServerDeploymentException: Clusterwide exception:

[server ID 118409051:com.sap.engine.services.deploy.exceptions.ServerDeploymentException:

Application sap.com/xapps~cprxrpm~ui~cprcrtpl cannot be started. Reason:

it has hard reference to the following resources, which are currently not available on the system: hard to SAPPORTAL/prt.config (public) (f=true, cl=true); .

In order to start the application, components that provide the missing resources should be successfully deployed.

Never seen a dependancy to SAPPORTAL/prt.config before.

Any ideas?
