Portal Permissions Import Doesn't work

Hello Everyone,

I am trying to export and import Portal Permissions as explained in the below document.

I was able to get the initialPermissions.xml file from the source system and copied it to the pertinent location on the target system and restarted the Portal. After restart, I found none of the permissions changed on the target system. Also noted that the initialPermissions.xml file did not get renamed with a .bak extension as suggested in the "result" section of the above linked document.

What am I doing wrong, if anyone know? I am on EP7 sp13.
