Dears Gurus,
Problable I realized any wrong configuration in portal contente and I despite read several documentation I don't found the way to solve such problems (the tab Content Administration is hide) I remember have done 1 adjustment in : Portal Content > Content Provided by SAP > Adm Content > Content Administrators > Content Admin
There, I disabled flag Visible to entered options
