How can i add Scroll Text which is editable in Portal in NetWeaver 7.31 EHP1

Hello SAP Gurus ,

I am on a SAP NW 7.31 EHP1  Portal. We recently integrated CRM with our portal,now the client wants scrolling screen(scrolling text) for all the employees on portal screen for displaying the some text like wishes or notes or  Greetings which is editable by administrator for daily updates .I don't no how create the scrolling text on portal.

I follow the http://scn.sap.com/message/1248009#1248009 scn message , but i need editable scrolling text which is edited by some Admin Users
