Unable to see Master Rule Collection in Portal 7.4

Hi,

Portal Version : 7.4

I want to assign different desktops to different users, but the issue is I am not able to see Master Rule Collection under Portal Content-->Portal Administrators-->Super Administrators-->Master Rule Collection (PCD: portal_content/administrator/super_admin/main_rules. Can anybody suggest where I can see the same and implement the rules.
