KM Portal videos setting based on browser

Hi,

kindly help me in resolving below requirement and I attached the document that shows step by step process of KM videos  upload :

1. We have uploaded some training videos in one particular folder ‘ Training’.  The videos are in MP 4 and AVI formats.  Our requirement is that the user should not be able to play the videos while he is using data card.  He can view the videos only when he is in LAN.
2. Secondly when the user is using Mozilla Firefox or google chrome, when he clicks on the video it starts download on the user desktop or laptop.  But this does not happens in IE.  Can we stop the download in other browsers like Mozilla and google chrome.
