cannot acces to nwa or irj/portal after refresh CRM 7

Hello,

I have a MCOD Oracle database and I have 2 SID Abap and Java. I copy my CRM system for another CRM System via backup restore. The target and the source are the same SID's but different hosts. I can acces to Abap. For Java, I change the host via configtool. Java starts also but i cannot acces to nwa or irj/portal. I just acces to /startPage. Both work on 7.31 sp 6.

When I start /nwa or /irj/portal I have the error 503 Service Unavailable. Error : Application cannot be started.

In the defaut I see this error :

Application sap.com/tc~lm~itsam~ui~mainframe~wd cannot be started. Reason: it has hard reference to application sap.com/tc~wd~restricted, which is not active on the
