7.3 Login Module Deployment Failure

I followed the instructions on help.sap.com for deploying a custom login module in 7.3, when I package the .EAR file I add the jar and the LoginModuleConfiguration.xml file. However, when I deploy, I get the error message below. Looks like it is not finding my LoginModuleConfiguration file, but I stuck it in a few places under root and other directories. Still no luck. Any ideas?
