Migrate KM Content from 7.0 to 7.3

Hi forum

   Is there a new way to migrate KM Content, permissions from Portal 7.0 to 7.3 ?  I remember that from 6.40 to 7.0 there was a KMC Migration Toolkit........   i see another post that with Templates i can do it... for this 7.3 version?
